		<description>If they followed the rules as written the penalty for Florida and Michigan would would be to lose half their delegates not all of their delegates. 

Of course if they followed the rules Iowa, New Hampshire and South Carolina would also lose half their delegates as they moved their primaries ahead of the designated dates specified by the rules. 

The way I see it they should just grant Florida and Michigan a waiver as they did for Iowa, New Hampshire and South Carolina. At most this would allow Hillary to gain 100 delegates. (this is under the assumption that did not receive any of the uncommitted delegates)

Obama would still have a 100 delegate lead and Hilliary would no longer be able to claim this as an excuse to stay in the running until the convention.</description>
