		<description>I think it&#039;s completely legit. Without the hidden message to explain it, the missive is stilted, brief, and full of questionable vocabulary. If the governor had chosen merely to use the opportunity of a veto message to expound upon his dissatisfaction with the political process, he wouldn&#039;t do it in a seven-line sound bite with phrases like &quot;kick the can down the alley&quot;. Not unless he needed a &quot;k&quot;.

The whole thing reads like a &quot;the quick brown fox jumps over the lazy dog&quot; type sentence, where the odd wording only makes sense if there&#039;s a secondary purpose to it, e.g. making sure certain letters appear in certain spots.

If the letter hadn&#039;t appeared on the government&#039;s own site, I&#039;d never have believed it was anything but a prank by a third party, because it doesn&#039;t read like a political document at all.</description>

Maybe Arnold Harris would try a stunt like that. But not Arnold Schwarzenegger.

As a gag, say, in high school or college -- not bad. Kinda clever and funny.

In a state with 12% unemployment, a gerrymandered statist legislature that is perpetually Billions of $$ in debt, and a wrecked public school system, not so hot.
